To avoid this just download your music from newsgroups. It takes a bit of research to download a good newsgroup reader, and you need access to a newsgroup server. Almost all internet providers give you a free feed into the newsgroups. (normally news.yourisp.com)
For good newsgroup software try one of these: http://www.apn.gr/manager/publish/freeware.shtml (I use PowerGrab)
Now subscribe to the group "alt.binaries.sounds.mp3" -- you'll notice there are many other groups with "mp3" in their title. These normally target a specific genre, like "alt.binaries.sounds.mp3.rock"
There is no easy way for the RIAA (that I have heard of at least) to track you when using newsgroup servers to download music.
